1.) Download a pirated copy of GTA 4 iso. 2.) Instead of auto-run, use setup.exe to install. 3.) Copy the launcher from your Steam GTA4 folder to the new GTA4 installation folder. 4.) Install patch 1.0.4.0. 5.) Run the game using the launcher that you copied.
Posted March 9, 2017 LCPDFR and the Scripthook are not compatible with the recent unexpected GTA IV update. To make use of script modfications and LCPDFR again, we've compiled the following tutorial that will downgrade you to 1.0.7.0, the last version of GTA IV supported by the Scripthook. This tutorial will work with GTA IV and GTA EFLC.
This will let you downgrade to 1.0.7.0 or 1.0.8.0. Subreddit dedicated to Grand Theft Auto IV, The Lost and Damned and The Ballad of Gay Tony.

SPECIAL NOTICEBe advised, that this new version v1.2.0.32 is not as good as Rockstar says. While it removed dependencies from GFWL, also many tracks for different radio stations have been removed and most mods, designed for old game versions, stopped working. For that reason I didn't remove links to my older repack (look at the bottom of the post).

You can also get the EFLC Exclusive Radio Stations mod for VCFM, Self-Actualization FM and Ram-Jam FM if you still have your EFLC copy, as it requires some radio rpfs from it to work:
DowngradingFirst, make a new folder in your game dir called DLC, inside of it make 2 folders: TBoGT and TLAD. Inside each of those folders, create a folder called content.
Navigate back to the game folder, go into TBoGT and move all the files from there into DLC/TBoGT/content, then navigate back again, go into TLAD and move all the files from there to DLC/TLAD/content.
Download this archive
And extract it into your game directory.
If you have GFWL installed already, at this point your game should be ready to go. If you don't, download it from here and install it, after you've done that, you can now launch the game through Steam normally and it should work. Sometimes it may take a few seconds for GFWL to recognize the DLCs and the game will boot into the GTA IV menu, if you wait a few seconds the Quit button will change into a Back button and you'll be able to access them normally.
If the game asks for a serial, you can either enter your old IV or EFLC serial from before March 19, find one on the internet or from a friend, or buy any game with GFWL still included (e.g. Flatout: Ultimate Carnage) and enter the key you get from there.
